HCI includes Heavy Civil & Infrastructure Costs for many different regions in the world. Under each region their are over 30 Cost Book Categories for viewing including Sitework, Shoring, Tunnels, Sewers, Concrete Structures, Steel Structures, Paving, Track, Street Lighting, Transmission Lines & Pipeline. All costs are based & displayed in the regional currency.Direct Costs
The online viewer gives you the ability to drill down to view the direct unit costs, manhour factors, crew detail including production rates, & all labor, equipment & material costs. The costs & manhours are summarized at each level of the Cost Breakdown Structure. The Crew Detail & Production Rates are displayed at the lowest level within the tree. Scheduled premiums for overtime & equipment lease vs rent is also displayed.Selling Prices
The "Selling Prices" are determined by spreading "Contractor Margins" on top of the "Direct Cost". These Contractor Margins include the Contractor Indirect Costs, Travel & Subsistence, Escalation during Construction, Engineering Design Costs, Contractor Contingency, Contractor Overhead & Profit as well as Bonding, Guarantees & Insurance Costs. Owner Overhead % & Contingency is also displayed to make up the Total Project Price.Project Classification
The amount of "Contractor Margin" & "Owner Contingency" varies significantly depending on the "Classification" of the Project.
Bid Build Projects: are traditional Heavy Civil Projects where the complete design is completed by an Independent Engineering Firm prior to the project going out for bid. These projects are most often smaller Regional Unit Price Contracts. Design Costs are not included in the Contractor's Selling Prices. The Contractor Contingency would normally be less because the risk of design changes & quantity growth lies mainly with the owner. Other responsibilties like Testing, Quality Control, Environmental Monitoring & Survey may be handled by the Owner or Owner's Engineer.
Design Build Projects: are most often very large Lump Sum Contracts where an Engineering Firm works for the Contractor and the Design Costs are included in the Contractor Margin & the Contractors Selling Prices. The Contractor Contingency would be higher because the risk of design changes & quantity growth lies with the Contractor. The Contractor would also assume full responsibilty for Quality Control, Environmental Monitoring & Survey.
Size, Complexity & Location of Project: Indirect Costs, Travel & Subsistence, Escalation during Construction & Risk Contingency increase as the Project Size, Complexity & Distance from the home office increases.
Default Project Classifications: Each Category of work includes a "Default Classification" that will apply Margins to the Direct Costs to determine the Contractor Selling Prices & Owner Contingency to determine the overall Project Price.. These include either Bid Build or Design Build with the Size & Location of the project varying from a small "Local Project" to a large "Remote Project".
